The Data Road Plan: Building the Road Infrastructure for AI

The “Data Road Plan” is a conceptual framework that uses road network development as an analogy to illustrate the evolution of data infrastructure.

This plan proposes that national governments, local governments, non-profit organizations, and private companies can each implement a “Data Income (DI)” system. The system facilitates large-scale data collection while addressing copyright or other legal concerns. This approach is analogous to constructing various tiers of roads—such as national highways, prefectural roads, municipal roads, and private roads (both free and toll). For instance, “toll expressways” within this framework operate on a toll road model. Building upon this foundation, the vision extends into the “Data Shinkansen Plan”, extending the infrastructure concept from road networks to high-speed railway systems.

Furthermore, by assigning unique identifiers to each data point, all information becomes accessible through a unified system. This is comparable to interconnecting various tiers of road networks into a single, seamless infrastructure.

The result is the creation of a massive, “clean” database free from copyright disputes, corresponding to the establishment of a safe and reliable road network that provides seamless access to any destination.

By fostering such an ultra-large-scale, legally cleared database on a global scale, we can proactively address copyright and other legal complexities.
